Biography

Ricky Thomas is a sole practitioner and manager with the Law Office of Ricky Thomas, P.A.  Mr. Thomas is a seasoned and experienced tax and bankruptcy attorney with over 20 years of legal experience.

Mr. Thomas represents clients in filing of Chapter 7 and 13 bankruptcies for individuals.  Mr. Thomas' practice also represents clients involved in Internal Revenue Service ("IRS") matters: audits, administrative appeals, and various collection controversies.  Mr. Thomas counsels clients on the tax effects of corporate transactions, including mergers, spin-offs, liquidations, and other acquisitions and divestitures.  Mr. Thomas provides guidance on the tax consequences of corporate restructuring transactions and emphasizes assistance in requesting and submitting a private letter ruling ("PLR") request to the IRS and ensures that the request is submitted in a way that will bind the IRS by a favorable ruling.

Mr. Thomas is a former attorney-adviser with the IRS Office of Chief Counsel (Corporate), Washington, D.C.  Mr. Thomas' responsibilities included researching, drafting, and publishing various types of IRS technical guidance: PLRs, regulations, revenue rulings, revenue procedures, technical advice, announcements, and other published guidance.  Mr. Thomas worked on matters involving corporate mergers, spin-offs, liquidations, acquisitions, entity conversions, divestitures, corporate bankruptcies, and other corporate transactions.  Mr. Thomas acquired knowledge in federal tax practice and procedure.

Mr. Thomas has authored or co-authored tax articles: "The Government Takes a Bite Out of Morris Trust" and "An Offer You Can't Refuse: Acceptance Under the Final Code Sec. 7122 Regulations."

Mr. Thomas has appeared on local radio to discuss various IRS collection and bankruptcy topics, including liens, levies, installment agreements, offers in compromise, innocent spouse relief, audits, and the IRS private debt collection program.    

Mr. Thomas received his J.D. degree from the George Washington University National Law Center, Washington, D.C.  Mr. Thomas is admitted to practice in Florida and before the U.S. Tax Court.  Mr. Thomas practices bankruptcy in the Middle District of Florida.   

Mr. Thomas is a former certified arbitrator for the Better Business Bureau (BBB Auto Line) involving automotive lemon law.
